A few weeks ago, you should have received an envelope through your letterbox from Croydon Council titled *“Important Information Enclosed”* (not addressed to you personally). We hope you have had the opportunity to review it, as it outlines proposed changes to our roads.
We are writing to:
1. Share the position of the HOME Committee, and
2. Forward the text of an email we received from the Council (not marked confidential).
The HOME Committee would like to clarify the following:
* We were **not involved in the development** of this proposal.
* We have **raised concerns** that the proposal may not adequately address the increased traffic, noise, and air pollution experienced in our roads following earlier changes in Lebanon Road, Addiscombe Court Road, and Canning Road.
* We attended an informal meeting at the Council on 22 February, convened by Cllr Jeet Bains, where the proposal was presented. We shared our initial feedback at that time. Please see the attached HOME RA Questions document.
* We believe there may be **inaccuracies in the proposal for Elgin Road**, particularly regarding the locations of parking bay removals and priority traffic directions.
* We would welcome further clarification on the **placement and number of traffic islands**, for example:
* Elgin Road: one island near Addiscombe Road and another approximately one-third up from the Lower Addiscombe Road end
* Havelock Road: two islands positioned roughly in the middle
* Outram Road: one island close to the Narrows
* We have previously requested a **controlled parking zone for Ashburton Road**, which is not included in this proposal and remains an important consideration for residents.

Summary of the Proposals
The Council is seeking feedback on an enhanced package of measures designed to reduce rat‑running, improve safety, and create a more suitable environment for residents across the HOME roads. These measures include:
- Priority working arrangements through new buildouts that narrow the road and slow traffic, helping reduce through‑traffic
- Cycle bypasses to ensure safe passage for cyclists at narrow points
- Improved signage and refreshed road markings for visibility and compliance
- Sustainable Drainage Systems (SuDS) in the form of rain gardens, improving surface water management and enhancing the street scene (subject to trial outcomes)
Benefits of the Proposals
- A 24/7 self‑enforcing scheme, reducing reliance on enforcement technology
- Reduction in rat‑running, congestion and vehicle speeds across the HOME roads
- Greater safety for vulnerable road users, including pedestrians and cyclists
- Potential for improved local drainage and environmental enhancement through SuDS installations
- Ability to refine the scheme during the trial period, supported by monitoring and resident feedback

Next Steps
This is an informal engagement phase only. After the three‑week period closes, all feedback will be reviewed and incorporated into a decision report to determine whether the trial scheme should progress further.
