Draft designation for Whitgift Estate Conservation Area

The council has been progressing the draft Whitgift Estate Conservation Area designation and now we invite you make a representation on the draft designation.
 
Please ensure your representations are received by the Council by 11.59pm on Friday 15th May 2026.
 
What we are consulting on
The following documents are included within this consultation and are available on Council’s website at Heritage news and consultations | Croydon Council or in hard copy at local libraries:

  • Draft statement assessing the special architectural and/or historic interest of the area
  • Map of the proposed new conservation area boundary.

What is a conservation area?
A conservation area is an area of special architectural or historic interest, the character and appearance of which should be preserved or enhanced. Conservation areas, like statutory listed buildings, are ‘designated heritage assets’, of national historic or architectural significance.
 
Implications of living in a conservation area
People living within conservation areas generally value them for their distinctiveness, visual appeal and historic character.
Living in a conservation area can also have the following implications:

  • Reduced permitted development rights meaning that planning permission may be required in some circumstances  Conservation areas | Croydon Council
  • Greater control over demolition if a building is over 115m3
  • Greater controls over tree removal
  • The need for better quality materials and design to be utilised to preserve the significant elements of the conservation area
  • Restrictions on outdoor advertisements

Paper copies of the documents will be available to view at Croydon Libraries during opening hours throughout the consultation.
 
A public consultation on these proposals will be running until the 15th May 2026 and a public consultation event will be held on Wednesday 15 April from 11:00am – 4:00pm at: Shirley Park Bowling Club, 21-25 Mapledale Avenue, CR0 5TG with Council officers available to answer questions. There will also be a walk around the area on Saturday the 25th April at 11am beginning outside 32 Sandilands CR0 5DB.
 
How can I share my views?
If you have any comments regarding this proposed conservation area they can be submitted to the Council by using the following means:

  • Online: completing the online survey at the link Heritage news and consultations | Croydon Council (preferred method)
  • Email: send your views on the consultation to Conservation@croydon.gov.uk using the subject heading: ‘Whitgift Estate Conservation Area Consultation’
  • Post: send your views on the consultation to Spatial Planning Service, 3rd Floor, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA with the subject heading: ‘Whitgift Estate Conservation Area Consultation’
  • In Person: attend the public consultation event and complete a survey form.

Please indicate in your representations if you would like to be notified of the outcome of the consultation.
 
How your views will be used
The consultation will take the views of all respondents to the consultation into account. Responding to this consultation is voluntary and all the information you provide will be treated in the strictest of confidence. No information will be released that could identify an individual or organisation. These views will inform the final decision with regard to the designation of the conservation area.
